Six issues were included on the agenda of the session of the board adjunct to RA Deputy Prime Minister, Minister of Territorial Administration Armen Gevorgyan, which was held on 1 December.

First Deputy Minister of Territorial Administration Vache Terteryan presented the report on measures proceeding from 2010 priority issues of the RA Government. The priority issues were worked out based on the RA President pre-elective programme and RA Government Action plan, as well as 2009 priority issues of the ministry.

Next year the RA Law On local self-government in the city of Yerevan will be reviewed in order to reveal crrent gaps. V. Terteryan presented 2010 priority issues of the RA Ministry of Territorial Administration, which were submitted to the RA Government for approval.

Head of Local Self-Government Department A. Giloyan presented to the discussion of the board members communities’ budget performance act as of November the 1st, 2009.

Factual collections of total revenues of republic communities (including Yerevan) as of November the 1st has made up 42 billion AMD, instead of envisaged 45 billion 135 million AMD, thus ensuring 92.9 per cent of performance. Indicator of total revenues’ collection of communities has increased by 29.3 per cent in comparison with the same period of previous year. Index of own revenues’ collection has made up 16 billion 456 million 849 thousand AMD, 85.7 per cent. Growth has made up 23.6 per cent in comparison with 10 months of previous year.

According to RA Deputy Prime Minister, Minister of Territorial Administration Armen Gevorgyan it is not expedient to apply the law in 2010. Though 1 billion 23 million AMD (land tax) has been collected, bur problems occurred in administrative and legal fields, especially hindering current collection of land tax.

Salaries’ debt as of 11 November, including debts of previous year, has made up 976 million 778 thousand AMD, out of which 78 million 735 thousand of previous year. Marzpet was assigned to implement monitoring of communities for communities, having salary debts, direct additional subsidies on paying off the debts.

Coordinator of Communities Association of Armenia Department Emin Eritsyan informed about the Project On stimulating regional development between Armenia and Georgia through trans-border cooperation”. It is envisaged to implement pilot projects in Dilijan, Igevan, Vanadzor, Alaverdi and Tashir towns in the framework of three-year project with total budget of 600 thousand EUR. Building small cleaning stations on Debet river and garbage disposal possibilities in Alaverdi are under discussion. Taking into account that garbage disposal is implemented by other organizations as well; A. Gevorgyan suggested that a single integrated model for republic should be selected.

E. Eritsyan also reported on institutional reforms of association. It was noted, that Communities Association of Armenia would be called legal persons’ non-profit union. It will enable to organize activities effectively.

E. Eritsyan paid the attention of board members on the issues related to forum of Armenian and French towns and regions to be held in Armenia. It was mentioned that working groups will be set in both countries. Delegation of all towns cooperating with Armenia will take part in the forum, which will enable both parts to strengthen the cooperation.

Issue related to organization of Frankofonia days in Armenia in 2010 was also touched upon during the session. Numerous events will be organized in Armenia, particularly the most part - in Yerevan.
