Ashot Hayrapetyan

Ashot Hayrapetyan is the Mayor of the City of Kapan in Syunik marz since 2012.

Mr. Hayrapetyan is a member of the Republican Council of the Communities Association of Armenia and  member of the Armenian Delegation at the Conference of Local and Regional Authorities of Eastern Partnership Countries (CORLEAP).

Karen GRIGORYAN

Karen Grigoryan is the mayor of the city of Ejmiatsin in Armavir marz since 2008. Prior to his election Mr. Grigoryan was the first deputy of the mayor of Ejmiatsin from 2005 to 2008.

Mr. Grigoryan was awarded with ‘Military Service’ Medal by the President of Armenia, ‘Garegin Nzhdeh’ and ‘Drastamat Kanayan’ Medals by the RA Minister of Defence, and other governmental awards.

Since 2010 Sergii Mazur has been  the Mayor of Baltа – a city of 20 000 people in the Odessa oblast in south-western Ukraine.

From 2007 to 2009 Mr. Mazur was the Deputy Head and from 2009 to 2010 the Head of the Department of Economics and Infrustructure Development of the Balta District Administration.

Mr Mazur is a member of the Ukrainian delegation to the Congress of Local and Regional Authorities of the Council of Europe.

Vahagn PETROSYAN

Mr. Petrosyan is a legal expert. He is the Head of the Department of Law at the Yerevan College of Law, Economics and Management and lecturer in Municipal Law and Administrative Proceedings at the  Law Department of the Yerevan Northern University.

Since 2015 Mr Petrosyan has been  a member of the expert working group to  revise of the Law on Local Self-Government  of the Republic of Armenia.  He is also the co-author of the Law on Local Duties and Fees which was adopted in December 2016 and the Draft Law on Intercomunity Unions, which is pending adoption by the National Assembly of Armenia. 

Jens WOELK

Jens WOELK

Jens Woelk is Associate Professor of Comparative Constitutional Law at the Faculty of Law of the University of Trento (Italy).  Since 1994 he has been  the Vice-Head of the Institute for Comparative Federalism at the European Academy  in Bolzano (Italy).

His research fields are comparative federalism, constitutional law of the EU, legal management of diversity and constitutional transformation in South-Eastern Europe.

Mr Woelk is a Member of the Group of Independent Experts for the Congress  of Local and Regional Authorities of the Council of Europe. This Group brings together competent experts in legal, political or financial fields, who are specialised in issues on local and regional democracy and provides legal assistance to the Congress within its political mission.

Andrew DAWSON

Andrew DAWSON

Andrew Dawson is a Cheshire West and Chester Councillor representing Frodsham, a small town south of Liverpool.   Cheshire West and Chester Council serves 330,000 people.

Mr. Dawson has served on Frodsham Town Council for 8 years.  He was Mayor of Frodsham in 2011-12. He is a former local authority lawyer – and in that capacity has given expert evidence to a House of Commons select committee. Mr Dawson is a member of the Delegation of the United Kingdom to the Congress of Local and Regional Authorities at the Council of Europe.

Robert Petrosyan is the mayor of Jrvezh community in Kotayk marz since 1996. From 1991 to 1996 he was the president of Jrvezh community council. 

Bernd SEMMELROGGEN

Bernd SEMMELROGGEN

Bernd Semmelroggen is a former member of the Group of Independent Experts of the Congress of Local and Regional Authorities of the Council of Europe. This Group brings together competent experts in legal, political or financial fields, who are specialised in issues on local and regional democracy, and provides legal assistance to the Congress within its political mission.

From 2002 to 2012 Mr Semmelroggen worked for the Ministry of Finance, Lower Saxony, Germany. From 1999 to 2002 he was a member of the German Federal Delegation to negotiate the accession treaty with 10 central and eastern European countries.

Vahe Nikoyan has been appointed Deputy Mayor of Yerevan since 2012. Mr. Nikoyan worked for the municipality of Yerevan since 2004, first as head of the Department of financial and social-economic development of Yerevan Municipality, and since 2009 as the Head of Financial department.

Vahan Movsisyan is the President of Communities Finance Officers Association.

 

Mr Movsisyan is specialised in municipal planning and managment.  For many years he has worked for the City Council of Ashtarak as Deputy Head of the Council and advisor to the Mayor.

For the last 20 years Mr Movsisyan has been coordinating projects implemented by the Communities Finance Officers Association funded by international donor organizations. As a renowned expert on local self-government working Mr. Movsisyan has worked as a consultant for organisations such as the Council of Europe, UN, EU, and World Bank.

 

Mane TANDILYAN

Mane TANDILYAN

In 2017 Mane Tandilyan was elected as a member of National Assembly from electoral list of 'Yelk' alliance.

Prior to becoming members of the Armenian Parliament Ms Tandilyan has worked for a number of companies - 'Garni Investment and Development' CJSC, 'Ararat Gold Recovery company', 'Hovnanian Services' CJSC, Mentor Graphics Development Services' as an accountant and financial analyst. From 2009 to 2017 she was the deputy financial director and chief accountant of an IT company 'Synopsis Armenia'. Since 2016 M. Tandilyan is a member of Association of Chartered Certified Accountants.

Sasa PAUNOVIC

Sasa PAUNOVIC

Sasa Paunovic is Mayor of Paraćin, Serbia since 2004.

 

From 2009 to 2013 he was the President of the Standing Conference of Towns and Municipalities of Serbia. In 2009 Mr. Paunovic received ‘Reformer of the year’ award from the National Alliance for Local Economic Development for his contribution to improvement of public life in his municipality.

The Municipality of Paraćin has also received recognition for being the most consistent institution in Serbia in the implementation of the 'Law on the availability of information of public importance' (2011) and was proclaimed the 'Best Local Self-Government' body by the State Audit Institution in 2013. Transparency Serbia declared it  the most transparent local self-government municipality in 2016.

Mr Paunovic is a member of the Delegation of Serbia to the Congress of Local and Regional Authorities at the Council of Europe.
