As previously announced, the delegation of the Union of Communities of Armenia participated in the World Congress of the United Cities and Local Governments Eurasia (UCLG Eurasia), held in Tangier, Morocco, from June 22–26.

As part of the Congress, the President of the Union of Communities of Armenia, Armen Harutyunyan, delivered a welcome address, emphasizing the crucial role of local self-government in addressing today's global challenges, as well as the importance of international cooperation and the exchange of experience for the sustainable development of communities.

Garik Sargsyan, Mayor of the Vedi Community and a member of the Armenian delegation, delivered a separate speech focusing on the role of local governments in the context of climate change and the importance of strengthening community resilience.

Sargsyan stressed that, as the international community seeks new responses to climate, social, and economic challenges, local governments—as the level of governance closest to citizens—are assuming a particularly important responsibility. He noted that climate adaptation is not only about technology, investment, and infrastructure, but above all about safeguarding people's quality of life and ensuring the sustainable development of communities.

Presenting Armenia's experience, Sargsyan noted that the country is considered one of the most climate-vulnerable states in the South Caucasus. Many communities are already facing declining water resources, land degradation, changes in agricultural cycles, and increasing risks of natural disasters. However, he emphasized that Armenian communities are not waiting for future solutions—they are already taking practical action today.

In his speech, he highlighted energy efficiency initiatives and street lighting modernization projects being implemented in communities across the country, which contribute to reducing energy consumption and greenhouse gas emissions. He also noted that effective water resource management has become one of the key priorities of local development policies in Vedi, Masis, Artashat, and several other communities across the Ararat Valley.

Sargsyan also underscored the importance of expanding the use of solar energy in communities, promoting sustainable agriculture, restoring degraded land, creating green public spaces, and implementing initiatives aimed at enhancing the resilience of local ecosystems.
