Country-specific training on “Establishment of Municipal Energy Management System (EnMS) and Appointment of Energy Managers” was held in Yerevan, on December 5-6 by Union of Communities of Armenia in the framework of EC Covenant of Mayors East project.

During the country-specific training on “Establishment of Municipal Energy Management System (EnMS) and Appointment of Energy Managers” the expert on EnMS and EMIS Bostjan Krajnc represented the concept of Municipal Energy Management System (EnMS), Demand Side Energy Management and Monitoring Reporting and Verification (MRV).

The expert also made an introduction on Municipal Energy Management Cycle: key definitions, commitment, structure, baseline situation, setting targets, action plan, implementation, monitoring and verification, evaluation of achievements and benefits.

The Energy Management Information System (EMIS) at Municipal Level was overviewed: concept, tools, establishment and maintenance of EMIS in municipalities and the required local capacities, capabilities and scope of EMSI, benefits.

As well as the issues of the establishment of Municipal EnMS in the EU countries were discussed: legal and organizational aspects, success stories of CoM signatories.

Local Legal Expert Arsen Hayriyan during the country-specific training on “Establishment of Municipal Energy Management System (EnMS) and Appointment of Energy Managers” in Yerevan made an overview of the regulatory framework for establishment of municipal EnMS and appointment of municipal energy managers in Armenia.

One of the questions was whether it is effective to establish energy managers system under a separate department or under an existing department․

Vaagn Mnatsakanyan, Head of the Department of Ecology and Energy Management of Mariupol City Council (Ukraine), Infrastructure Consultant on Urban Planning, Landscape and Mobility at Arnhem City Council (Netherland) represented the prerequisites for the implementation of energy efficiency management system in the city of Mariupol.

The training was attended by more than 25 participants from SIGN communities։ energy managers, community servants.
