Call for project proposals with the aim to support the implementation of local initiatives by selected Armenian municipalities

Council of Europe Project “Strengthening the Communities Association of Armenia and transparent and participatory local governance in Armenia”, implemented by the Congress of Local and Regional Authorities of the Council of Europe launches the current call for project proposals with the aim to support the implementation of local initiatives by selected Armenian municipalities. 

The selected municipalities will benefit from a grant (funding), expert support (coaching) and peer reviews.

Proposals shall support implementation of local initiatives in the areas of:

  • development of local anti-corruption plans,
  • institutional arrangements related to the development and implementation of Codes of conduct,
  • introduction of tools for public integrity, transparency, and access to information,
  • introduction of positions of ethics officers and public procurement officer (recruitment, training, etc.),
  • development of procedures and mechanisms for citizen contribution to local decision making and oversight of decision implementation.

The call is open for municipalities and three cities - Yerevan, Vanadzor and Gyumri, members of the Community of Practice on public integrity.

The applications shall be assessed through a two-stage process by the Evaluation Committee. For the first stage the applicants are requested to submit a completed and signed Concept Note (Appendix I). If preselected by the Evaluation Committee, the applicants will be invited to develop the full proposal by completing the Application Form (Appendix II) which should be also signed and supported with a budget proposal (using the template in Appendix III).

The Concept Notes in Armenian language and provisional budget should be submitted in electronic form (Word and PDF) to the following e-mail address: [email protected] by 29 October 2021. Emails should contain the following reference in subject: APPLICATION: Local initiatives in Armenia 2021.

Preselected communities should submit full applications, completed and signed by all Grantees, together with the supporting documents before 19 November 2021 at 18.00 (Yerevan time).

The Applications must be submitted in electronic form (Word and PDF) to the following e-mail address: [email protected]. Emails should contain the following reference in subject: APPLICATION: Local initiatives in Armenia 2021.

Applications received after the above-mentioned dates will not be considered.
