On 10 February 2023, in Strasbourg, France, the Bureau of the Congress of Local and Regional Authorities held its meeting. The head of Armenian Delegation to the Congress, the president of Union of Communities of Armenia Emin Yeritsyan attended the meeting. 

At the opening of its meeting on 10 February 2023, in Strasbourg, France, the Bureau of the Congress of Local and Regional Authorities expressed its most sincere condolences to the families of the victims of the earthquakes which struck Türkiye and Syria and observed a minute of silence in their memory. The Office called for the urgent opening of more humanitarian corridors on the border between northern Syria and Türkiye.
The Bureau approved the preliminary draft recommendation on the future of the Council of Europe which details the Congress' contribution to the 4th Summit of Heads of State and Government of the Council of Europe on 16-17 May 2023 in Reykjavik, Iceland. This recommendation will be debated for adoption at the 44th Congress Session (March 21-24, 2023), where Iceland's Minister of Infrastructure, Sigurður Ingi Jóhannsson, will address Congress members at name of the Icelandic Chairmanship of the Committee of Ministers.
The Bureau also approved the invitation to observe local elections in Albania on 14 May 2023.
Furthermore, the Bureau expressed its deep concern regarding the prison sentence imposed on the Mayor of the Metropolitan Municipality of Istanbul, Ekrem İmamoğlu, and recalled the situation of Nurhayat Altun and Leyla Güven, former members of the Turkish delegation to the Congress.
Finally, the Bureau approved a new mandate for the Monitoring Committee to prepare a report on “The direct election of mayors as a means of promoting democracy and the autonomy of local authorities”.
