The Congress Bureau held its meeting on 22 September 2023, in Strasbourg. Key points of the meeting are the following ones:

First, the Bureau continued its discussion regarding the 4th Summit of Heads of State and Government of the Council of Europe (16-17 May 2023, Reykjavik, Iceland) and discussed a draft resolution “Delivering on the Reykjavik Summit: revised Congress priorities, working procedures and structures”, to be debated at the Congress session in October.”

Moreover, the Bureau members contributed to the Forum on 'Reintegration of communities', organised in Zaporizhzhia.

A draft resolution on the plight of anti-war political activists, local and regional politicians, and prisoners of conscience in Russia has been approved.

They took note of the situation of local elected representatives in Türkiye, developments with regard to local democracy in Albania and the actual situation in the Karabakh region.

Finally, the agenda for the 45th Congress session to be held from 24 to 26 October 2023 in Strasbourg has been approved.
