The Congress Monitoring Committee met in Strasbourg, France on 9 February 2023. The meeting was opened by Gudrun Mosler-Törnström (Austria,SOC/V/DP), Chair of the Monitoring Committee, by a minute of silence in memory of the victims of earthquakes that hit Türkiye on 6-7 February 2023.

During this meeting, Vladimir Prebilic (Slovenia, SOC/G/PD), was elected 5th Vice-Chair of the Monitoring Committee in accordance with Rule 47 of the Rules and Procedures of the Congress.

The Committee members adopted draft report on the application of the European Charter of Local Self-Government in Romania. The rapporteurs presented recent developments regarding local and regional self-governments in this country and an analysis of the implementation of the Charter, article by article. Besides that, reports on cantonal elections in Bosnia and Herzegovina (2 October 2022) and on Local elections in Slovenia (20 November 2022) were also adopted by the Committee.

The Members of the Committee agreed to adopt the draft report on the observation of the repeat regional and district councils elections in Berlin, Germany (12 February 2023) by written procedure in accordance with Rule 55.5 of the Rules and Procedures of the Congress, as soon as it is ready. These reports will be debated for adoption at the 44th Session of the Congress to be held in Strasbourg, France, from 21 to 23 March 2023.
