The Executive Director of the Union of Communities of Armenia, Armen Harutyunyan, delivered a speech at the training seminar organized within the framework of the European Union’s Covenant of Mayors East programme, which took place on May 14–15 at the DoubleTree by Hilton Yerevan City Centre.

The seminar brought together representatives of local self-government bodies, sector experts, energy policy makers, and representatives of international partner organizations to discuss modern approaches aimed at strengthening community resilience. The event focused on the development of renewable energy, strengthening community energy independence, and the opportunities for introducing energy-efficient and sustainable management systems in Armenia’s communities.

In his speech, Armen Harutyunyan emphasized the important role of communities in the country’s sustainable development agenda, highlighting that local self-government bodies today face not only social and infrastructure-related challenges, but also new issues connected with climate change, energy security, and economic resilience. According to him, community development can no longer be imagined without innovative energy solutions and technological transformation.

He noted that programs implemented in the field of renewable energy can become an important factor in ensuring the financial stability, energy self-sufficiency, and long-term development of communities. The use of photovoltaic technologies, in particular, creates opportunities to reduce community expenses, improve energy efficiency, and at the same time contribute to environmental protection.

Within the framework of the seminar, several important topics related to sustainable community development and the strengthening of energy resilience were discussed. Participants addressed Armenia’s national policy and legislative developments in the field of renewable energy, the experience of implementing photovoltaic technologies, the main challenges arising during design and construction processes, as well as the operational efficiency of community solar power plants. Discussions also covered energy storage technologies, financing opportunities for community energy programs, the prospects for the development of electric mobility, and the importance of introducing energy management information systems in communities.
