The representatives of the Supreme Rada of Ukraine at the Union of Communities of Armenia

On November 20, the delegation led by Angela Malyuha, the Head of the Secretariat of the Committee on State Building, Regional Policy and Local Self-Government, Territorial Development and Urban Development of the Verkhovna Rada of Ukraine visited Union of Communities of Armenia.

The guests from Ukraine presented the stage of decentralization processes in their country and the problems in the field of local self-government. Emin Yeritsyan, the President of the Union of Communities of Armenia, was asked to present at what stage are the decentralization processes in Armenia, what role the Union plays in local government processes and whether the Union's voice in decision-making processes is heard or not.

Emin Yeritsyan presented what legislative changes were done in Armenia, what policy is being implemented in the field of local self-government.

The guests inquired whether the RA legislation provided sufficient guarantees for decentralization. Issues related to independence of the communities from the central authorities, their financing and distribution of powers were also discussed.

The guests emphasized the necessity of the exchange of experience and the activation of mutual visits.

Ukrainian partners were interested in how effective the process of consolidation, unification of communities is, and whether their geographical location and characteristics are taken into account when uniting communities.
